In a 2004 survey designed by Noel Bruton (author of "How to Manage the IT Helpdesk" and "Managing the IT Services Process"), organizations adopting ITIL were asked to relate their actual experiences in having implemented ITIL. Seventy-seven percent of survey respondents either agreed or strongly agreed that "ITIL does not have all the answers". ITIL proponents accept this, citing ITIL's stated intention to be non-prescriptive, expecting organizations to engage ITIL processes with existing process models. Bruton notes that the claim to non-prescriptiveness must be, at best, one of scale rather than absolute intention, for the very description of a certain set of processes is in itself a form of prescription.[72]
If you’re taking the ITIL Foundation certification exam, you’re likely at a point in your career where you’ve had hands-on experience with the ITIL framework in an organizational setting. That knowledge will help you during the exam, since “many of the questions on the exam can be answered correctly just by applying the common-sense logic you already possess,” says Smiley.
Organizations need both approaches. If ITIL best practices aren’t integrated into the SDLC, and the reverse as well, then development can become siloed. Software developers are most concerned with speed and innovation and operational functions are focused on governance and stability. Without ITIL and SDLC integration, businesses are more likely to experience issues like bottlenecks, the proper resources being unavailable when development requires them, and inaccurate information being collected. Additionally, inconsistent environments, manual deployment processes, subpar quality and testing, frequent outages, poor communication between IT silos, and failing SLAs can result. Any one of those issues will need significant time and expense of an organization’s IT resources to resolve.

However, when it comes to the IT field, getting your ITIL certification is considered to be a very low-risk effort, and many will tell you that you’d be doing yourself a huge disservice to write it off. Certified ITIL professionals are a highly sought-after commodity, and the job market is stable enough where an ITIL v3 certification in any of the higher levels will be in demand for quite a long time.
The ITIL discipline – planning to implement service management[35] attempts to provide practitioners with a framework for the alignment of business needs and IT provision requirements. The processes and approaches incorporated within the guidelines suggest the development of a continuous service improvement program (CSIP) as the basis for implementing other ITIL disciplines as projects within a controlled program of work. Be aware that ITIL uses a credit system for the Foundation through Expert levels, in which each certification earns a certain number of credits. Ultimately, a total of 22 credits is required to achieve ITIL Expert certification. (The ITIL Master has its own set of requirements, which you'll read about shortly). However, ITIL certification is different. Having an ITIL certification doesn’t make us an ‘expert’ for any specific skill set.
